Trending @Cognizant; PA to A promotion query

I am completing 2 years in this quarter. From joining I am in the same project working actively All the PAs in our project got 3 rating (who worked more or less it didn't matter, they made average). People in last quarter was not promoted to Associate. I am tensed if 1'II get promoted in October or not. Seeing that people posting 3 ratings are also not getting promotions. We plan something on life and they are playing with our life. Please someone clarify if you know. I'll then make myself ready for something new.
