My last year rating is 3 and my serviceline is ADM . What will be the in-hand salary after promotion.

I completed my 30 months on the same day. My manager is saying my name is not on the list. But I fulfill all criteria
rating is 4
Utilisation> 75
Development plan is 100% for both 2024 and 2025
I go to the office 3 days every week.
