I have joined cognizant from April 2022 still now I have not yet received promotion E letter

Domain CIS MAINFRAME

2024 I got 4 rating 2023 I got 3 rating

I have spoked with my HM manager regarding promotion he said me like you will be getting default promotion

As per default promotion instructions 30+ months and 3 rating need to be then why promotion cycle is not moving

Are else I need to wait for one more month ?
