When we will get congratulations mail from HR as our designation is change to Tech lead?When will expect e-letters?

Yes, my 3 of my friends got promoted, 2 of them followed RTO guidelines and got 4, 5 stars where 1 of my friends who don't follow RTO and got 3 ratings in the last 2 years got promoted. All 3 are from quality analysts. I think promotion is on a lottery basis.
