I joined as programmer trainee. I completed 2 years on 21 june 2022. I am in billable project from May 2024. I am in non-billable project till dec 2023 with no work and got 3 rating. Am I eligible for promotion& when will mail come?

I also didn't get a promotion mail My dog is 25 June I only get hr mail about congratulations on your anniversary after that no update manager said I haven't got a list yet my rating is 3
