So I am a PA in a project in a non-billable role.
Recently PAs got promoted to Associate in July. Two criteria for promotion was RTO attendance and billability.
since I am non-billable, I knew I won't get promoted anyway so I stopped going to office. Later these people started taking out lists with names of people who are not going to office.
How is this fair? They expect you to stick to all the policies and do whatever they want. But they won't make you billable, they will withhold your promotion just because you are not billable which is not even in your hands.
I mentioned that if I am not assured a promotion i won't stick to RTO either because there's no incentive for it.
At least others are getting promotion so for them going to office still is worth it. If HR summons me I will raise this concern. Will I get in trouble for this?

It's manager's responsibility to make you billable in three months, you can raise a flag to HR, you have rights.

Yes but manager says he is trying client is not agreeing. And obviously it's all fluff. I am not going to get billability and promotion anytime soon. So why should I stick to RTO either? I am getting nothing. And when they feel like it, they'll release me from project and force me to leave organisation

Also we are almost not allowed to talk to hr. I don't know who the hr is. And HR doesn't reply to us, Hr replies to manager.

No exception to any one even though ur not getting promoted , getting promotion has different set of eligibility criteria if u fulfill u get promotion and RTO is different . From project perspective u can ask for release

Getting promotion has criteria of RTO for PA fyi. And if PA won't get promoted they shouldn't be asked to maintain RTO either. You must be some manager to says similar sht to your juniors too

They didn't promote so many people because they didn't fulfill RTO. They kept saying come to office if you want to get promoted. Then they say you also need to be billable for promotion. Why should I come to office then if you are not going to promote me anyway because I am not Billable?

Btw what are the consequences you faced for not going to office?? Why they listed ?

They listed lots of people from all designations. They send mails too. It's like a warning to come to office. No consequences as such. Yet.
