I'm not billable in my project. Is there any risk . I have been assigned to the project last year August and they have been giving me work from JAN 2025

Yes, you won't be considered for any promotions as billablity is a major factor for both YEA ratings and promotion. I am facing the same problem and HRs have said they cannot do anything in this.
