Trending @Cognizant; Need guidance and A to SA promotion query

I know there no much discussion on this subject but please shead some light.

Does A to SA promotion happens every quarter like PA to A or promotion can happen at any time based on BU dicision by raising a SO.

I heard Q1 promotion confirmation list will be out now. But when I ask about promotion last Friday, they say it is in pipeline waiting for confirmation. if I ask for an excepted time. No response.

Backstory: My last promotion date was June 2021. My previous project delayed my promotion. That's the main reason, I moved into this project on October with the promise, they had some promotion freeze will promote to SA on Jan. But whenever I ask about promotion there is no proper response or ETA. Even they gave a average rating giving the reason it's due to budget and bu decision.

Now what should I do. Does my manager knows the promotion list by now for Q1 and he just saying blabla reasons. And during this rating discussion I asked them atleast increase my salary to market standards but he said it will happen automatically during the promotion. How true it is only god knows..
