Why are you making generalizations? There may be specific projects where the client seeks to downsize. There could be numerous reasons for terminating an employee; it's not necessarily indicative of a mass layoff for billable accounts. However, I might agree with this characterization for bench accounts.

It is happening for both billable and non billable employees. Cognizant is not able to secure projects and that's the key reason behind these forced resigns. Deferred hikes, termination mail warnings if you don't show up in office..all these tactics just so they can layoff.

Reasons could be..project contract is not renewing, not enough project to keep in bench pool as well..cost cuttings..they are very very eager on reducing headcount.
