Trending @Cognizant; Is this a right time to get released from the project?

I am in a project as an associate. Many times i have been appreciated by the client and my manager but still no promotion . Also now i don't find any growth opportunities. It's been 2yrs in this project and my total experience is 8 yrs . I am applying to other promotion level projects inside cognizant but i am not receiving any calls or messages from the hiring manager. For the IJM process the project manager added 8 weeks (approx 2 months) for the KT period. Should i get the release and then apply for a project is this the right time ?
