Trending @Cognizant; Is it true that, you can be promoted to PA - A after 36 months of tenure as default, even if you are not fulfilling the criteria for rto?

I am asking if someone not got promoted after 30 months because of rto and that person is still not fulfilling rto even after 36 months, will he/she be auto promoted?

But it happened with Q4 promotions
