Is it required to take time off before switching to a different organisation anyways we will be free in the notice period right.is it required explicitly to take time off without any pay?

No, not required, better not to take. You and your family is covered through corp insurance if you don't take a break. Take leave after joining the firm if that works with hr/next manager - ensures that candidate is in (hr perspective) and you take take some time off too..
