Be in sync with your manager. Ideally if RTO is mandated for someone and that person did not go to office, mail with a survey will be auto-triggered and you are mandated to respond (like the ones that is auto-triggered in case if one did not meet trutime ).

I know for one project, RTO is mandated for 2 locations (they get auto-triggered mails of it is missed), but RTO is not mandated for another 2 locations.

So like I said, it is best to be in-sync with your manager on this.
