Trending @Cognizant; In CTS, does rating really matter for promotion?

Last year I didn't get the ratings but as per my PM and HM. My performance is good. But when I am reaching out to them about the promotion they are saying last year you didn't get any ratings so we can't move forward for your promotion.

Fake people bro. Atleast you should've received 4/5 rating to proceed for promotion. If they said your promotion is good and didn't give rating then they don't deserve you. Ask for release.

I had connected with one HR and he said everything is dependent on Business. The business team says it depends on HR. Quite strange. CTS seems like SBI. sending one place to another without, giving a solution.
