No nominations and all except for Special Cases. HR prepares an Excel list with eligible, ineligible, and Special Quota tabs. If your name is in the eligible list, you will be promoted, and that is completely driven by HR. Only if you are ineligible and your manager pushes your case, giving valid reasons, will you be considered for Special Quota. Hope that clears your question.

If all criteria is fulfilled then your name will be there in the list which HR shares to your BU manager, then from that list the senior manager have option to nominate you then you will be promoted otherwise no automatic promotion.

Up to A level, if the manager doesn't remove your name from the list HR sends, you will automatically be promoted.
