More than 30 months in CTS, previous rating 3+, utilisation more than 75%, good relationship with manager.

As per my view - if you are satisfied with salary and don’t want to make your life in difficult situation in cognizant, better to stay with same post like SA. SA has more opportunities than Manager in bench.
Note: If you have good technology stack then no matters you will be get opportunities in cognizant.
