By the month of june ending i completed 2years with CTS. I joined as a programmer trainee, and now I'm programmer and I'm in PDP for 40 days at that time I get 2 rating when i get released from the project and recently i got the billable project, will i get promotion for PA or not. can anyone help me with this.

No. You won’t get promoted with 2 rating. For promotion the rating must be 3 and above.
You will have to wait 1 more year to become PA in this case.

Yes. It had happened with one of my friend. He had 2 rating. Our entire cohort got promoted from P to PA in 2 years from DOJ. He got promoted from P to PA one year later due to 2nd rating.
