Trending @Cognizant; How to get release from project?

I have been in my current project for 23 months and I need to change my domain more in technical. My manager is not giving me release even though I am asking from past 5-6 months and continuously telling that I talked to higher management and team is not stable so we can't release you. I know that's a lie for sure. What could be the possible ways to get release from project? Shall I involve HR? as I haved joined as PAT and there is policy of 18-24 to be in particular project.

If they don't release, just upskill yourself and work as a shadow resource in other project.. ofcourse you have to find other project by yourself only

Bro i had same situation, 24*7 shift assigning ticket was my job. Once i completed 18 months, I directly mailed to manager’s manager citing health reason. I said i got migraine and I won’t be able to do rotation shift. They had no choice other than release. And i got release from the toxic jail
