What I heard from others is that, PA to A is applicable only if you got 3 and above rating for 2 consecutive times and utilisation of 90%(ie you should be in a billable project).

Actually now i am programmer if i get promotion then my designation will be PA. So what's the criteria?

I am not sure about Programmer to PA.
From PAT to PA it's automatic after 1 year of experience.
