What is normalisation in rating?

I got promoted in March 2024, I performed well Manager also agreed but they gave me 3 rating. How this normalisation work can any one explain.

Why are they normalizing rating?
I got to know they are normalizing for the associates who got promoted.

My manager gave me a 5 rating earlier in front of me, now it’s normalised and the final rating is 4
