Trending @Cognizant; Can notice period employees get promotion?

Programmer -> Programmer Analyst

My friend is working in Cognizant and she resigned this month(Mar 4), and also she is supposed to get a promotion in Jan 2025. Now is there any possibility to get promotion as still a 3 month notice period is needed to serve.

FYI: She got 4 rating this year.

I DO not think so, try to understand from business point, if you are not useful to the project why would they, depends upon the Management still. My opinion .
