I’m currently serving notice period and 45 days remaining. So now ive got a new offer and want to do buy out.

My manager is saying replacement has to come. Is there any way I can do something with my earned leaves?

Contacted HR they are saying HCM manager needs to confirm. I have to confirm my joining date to offered company also.

That's the catch, your HCM has the power to hold you till the 45th day. The best thing to do is to help your HCM to identify your replacement, that will speed up the process. Meanwhile create your knowledge transfer plan along with reverse KT. That will ease out your struggle to leave once your replacement is identified.
