So they can consider utilisation exception but not rto.... rubbish policies

In my case, our EDL has clearly stated that there is no mandate for our team to work from the office, so we are working remotely. However, I still haven't been promoted. Aren’t HR teams considering RTO exemption cases while processing promotions?
