Every one in cognizant is underpaid from PAT to SA level. Above SA they are decent paid as per the market standards.
As per your exp its fair. It depends on your last ctc, your counter offers, your initial ask, their budget, your negotiation etc.
If someone is getting 22 lpa means they had better offer to counter, their initial ask was on higher side. Don't compare now, stay here for an year and explore outside you can get 25lpa.

Bro I all depend on skills and demand also while talking to hr you must negotiate so that you can get now we can't do anything. Just try to switch which matches your expertise.
