My N+1 marked completed my year end review form without having any discussions with me. No comments were added by her to the form as well.

Where can I raise a request/query regarding it??

raise to hrbp but no use of it as it will be a whattaboutry by hr it will be a damage control but still you can as your rating is less as at the end you will be leaving the company any how so its better to insult them and leave

So this is a kind of common practice in CG. My manager made a blanket statement that this year we are giving only 3 rating for everyone. He had no answer when I asked about the goals and KPIs.
