Trending @Capgemini; What is the good quater for switching companies?

I have been working here in Capgemini for 2 years. There's a recent dry promotion wandering here and not much development in the career only self learning. As you may know that during q4 there won't be much opportunities available for devs. So I'm wondering which quater or month is the best time to put paper?
