Trending @Capgemini; Suggestions please!!!!!!

I am on bench from 1st jan. Worked in previous project for 11 months but it ended. I am A3 grade and actually im not sure whether I will immediately receive any project calls. Because i joined as fresher now completed 18 months. My manager gave my name for promotion to n+1. But these bench rules are really unmanageable. Should I wait or resign?
