Trending @Capgemini; Reporting to office without Adequate Infrastructure

I fail to understand the logic why are people being told to report to office. Especially the Kolkata Office of Capgemini. Neither there is place to sit. Nor can you book the seats in time. If you grab an empty seat anyone might come who has it booked can tell you to move. Literally there's people sitting on the couch or common areas working. And the facilities for food is class apart in being horrendous. If the company can't afford services or space then why call people to office. And if you don't report to work they'll use the back to work concept to penalize you. Why can't you work from home with occasional reporting to office as and when needed. It's not like the deliverables are being impacted. Or people are not working. Matter of fact people are happy working from home. This is so confusing
