In the FS BU, some employees are receiving two promotions within just three years in certain accounts, while in one account, no promotions have been given to anyone for the past 4 to 5 years.
Where are HR and higher management, who often refer to the rule book when you ask for assistance?

this is a classic case of favoritism and inefficiency. HR and management are clearly not doing their jobs. promotions should be based on merit, not on which account you're in. time for some accountability, not excuses.
