Trending @Capgemini; Regarding promotion

Twice I received an exceptional rating but did not receive any promotion mail. When I inquired with HR, there was no response. I escalated this issue to my reporting manager, but they informed me that HR did not request any nominations. Do you have any suggestions on how to proceed in this situation?
