I have completed my mandatory trainings on July ending but for my practice it's showing pending and they are saying I'm not eligible for this quarter promotions what I can do now?

If they're not inclined to offer promotions or hikes, they won't, regardless of your efforts. They'll likely find fault and claim you're not eligible.
