Hi Folks, I have been same destination for 2 years. Currently in grade B. Whom should I reach out for promotion discussion?

BTW who is responsible for promoting employee? HR or project manager from account or from practice?

Every quarter there is promotion cycle for band B. You would need to actively ask your N+1 to nominate you for promotion else it’s not going to happen
