They Will promote only if you are billable
The don't focus on promotion comment must be some manager or HR, with less salary for work there has to be reward in some other form atleast
So try to get billable

you will get to A5 in about 2 years if you do your work properly. salary will increase but don't expect too much. focus on your work and not just promotions.
