No it means whatever amount you spend on purchasing of mobile or personal laptop depending on your grade, the amount will be treated as non-taxable. It's similar to Car petrol bills. They don't reimburse petrol bills. But if you select petrol bills under OOAR, the amount is non-taxable.

So my taxable salary is now 14 lakh on which tax I am paying is 76k annually and if I purchase mobile worth 60k then my taxable salary will become 13.40 lakh on which I will be paying tax of around 66k which means for those 10k benefit I need to buy a 60k mobile?
