This is what I had done:
First reach out to your Supervisor and inform him that you want to change your location for so and so reason. Once you have the approval of your supervisor, try reaching out to your RMG. If he doesn't reply on teams then drop a mail to him that you want to change your location from x to y. Keep your supervisor in CC. If still the RMG doesn't reply then ask your supervisor to intervene. This should be enough.
In my case, this was in 2022. They had just started to ask employees to report to office. So my supervisor had given us the freewill to change to any location as per our convenience.
But do note that inorder to complete the transfer you're suppose to surrender your old location laptop (not immediately) and take a new one from the new location.
