Whom should I contact for this?? My people manager and n+1 manager are not responding. I work for a client and the client is happy with my performance. Should I contact the account head manager?? Will they help me

There is a rating appeal process, but there is no guarantee your rating will be revised. You will be excluded from the conversation. So don't expect any changes in your year end review
