When we receive a salary hike at Capgemini, is it only reflected in the House Rent Allowance, or does it affect the overall annual salary as well? I noticed a new component in my compensation called 'OAAR 1'—is this part of the hike?

Yes, basic, hra, ooar 1 and ooar 2 are part of your inhand salary. Just deduct 15% of basic 2 times and that will be your inhand salary if there is not any IT
