Transfers are usually possible if you're in a project and a billable resource. If you're a fresher and on bench then it won't be easy to get your location changed but still you can have a word with your manager about this

Give the same reason to your people manager and project manager in one mail asking for location transfer than Ask your people manager to initiate local transfer request...
