Whom to ask about that ..I have asked my manager they said like need to serve 3 months I also asked about this billable thing then also I got the same answer from them like it is not related to billable or non billable it is based on the project requirement

It completely depend in which BU you are working and under whom. There is less chances to get early release. Most probably if someone leaving the organization for higher studies then they allow for early release.
