Tell them you will stay If they increase your salary, give promotion etc. If they need you and they have the budget they will do it. But don't take the resignation back until you get something from them. Else you won't be valued much and it will also affect your performance reviews.

HR themselves can cancel my resignation request? I have not yet taken the resignation back.

No, I don't think so. They can't until you tell them to do it.
If they do cancel without your consent. Escalate a case against them.

You better resign. Since you've already dropped paper, they won't treat you the same again, if they come to know you want to withdraw it. They'll try to pressurise more.

So I need to leave organization only then?

How about asking for more money/promotion and when they reject then put forth this suggestion of general shift?

You got guts. Putting paper for shift related issues. One of my reportee faced the same issue, I advised to create a fake health certificate and that worked with the HR. Not sure about ur situation
