Trending @Accenture; Will I get my Promotion & VP without deduction in the notice period?

Actually from last one year in my team. Manager was saying that I will be getting promotion but they confirmed this cycle only. When I asked how much percentage from Analyst to SA. They said max 30%. But I lucky I got offer from other company gives me around 50%. I need to accept and put paper before nov 12. Incase if I am in notice period will still release my VP without deduction and Promotion or they will cancel it?

When they start releasing this ? Anyone pls help if you know about this..
