Even though they stopped hike/promotions somewhere sep 2023, few got promoted lower than 9lvl. I think it should be around June 2024 cycle promotions will be eligible

Those who are resigning, and if they are good resources, HR is calling them for a retention bonus, if you do negotiation, you can get promotion as well in effect with Mar 1st.

By the way I know many L8 and above who got their promotion in Dec.
