Depends on organisation policy, talk to HR before hand it shouldn't be a problem

If informed before the release of offer i think .. They will not even release the offer right

Nope, talk sweetly to HR, tkae the information out on leave policy that's your right.
A lot of organisations have policy related to marriage, maternity, paternity, etc if they have it you don't have to ask anyone just after joining whenever your marriage is coming let them know in advance.
Once you're in organisation no one can deny that simple
