What is the soft lock means in Accenture, i got a soft locked mail for one of the project?

Soft lock means you are partially locked for a project but you can by your choice or the pmo team can unlock you, so that you can look for another project until you get hard locked.

After soft lock did i need to give interview for that project to get hard lock!!

Soft Lock is a resources management gimmick to book a resource without committing wbse.
Every soft lock has an expiry of 1 month, after 1 month either they will release or confirm.
In soft lock your profile will still be visible to other projects, and other projects can hard lock by challenging soft lock.
In a nutshell if you get a soft lock, don't relax, keep hunting for projects.
