Trending @Accenture; So Disappointed!!!!

I got only 4 percent as variable pay at lvl 12 whereas all my friends got more than 8 percent. And when I asked my PL, he said budget issues but 4 people got promoted from my team and everyone got a good bonus. For performance also, he said it's good. I think it would've been better if he had just criticised. I feel so dejected. Any suggestions what should be the next step?
