To whom I can reach for a salary hike. I have been working since 2021 on the same pay roll. My manager just has excuses. I even did lots of certification & I have P4 also. Please suggest the right person to talk. My land load also increases the rent by 10%. But my company doesn't provide any hikes.

Raise this concern directly to the senior manager and people lead.

No one will help you in accenture regarding hikes n promotions its really based on luck, i suggest better to move out.

If your manager is not helping, reach out to Senior Manager. Usually P4 and all those things are only for name sake. It wont help you if you are at lower levels. Also if you are looking to switch, I would suggest wait for Nov cycle and then do. All the best
