Does Accenture retain after resignation by increasing salary based on new offer that employee has got?

Doesn't work if clients don't have a budget. Present future with Accenture is not promising for atleast 2 years while they focus more in AI andproject all over with Accenture are cutting down

Yes, I have faced this due to client low budget they released me from project though I've dependency in that project, with my L11 they assigned team lead works to me and I've been proved myself. Then I realized everyone is replaceable here. Sad truth 😔

It depends on your importance in project else they won't care and give some sh*t that they miss you

On the contrary, if you are an important member of the team and if your supervisor thinks you are doing good and also if you are willing to get retained then there is a good chance of retaining you. I got retained couple of years ago in a similar way. Please note that you will not get the same offer that you received from another company but a little less and it is up to you if you want to accept it
