Trending @Accenture; Question to CL8 and above - How does Techleap promotion work for CL12? Is it a standardised process?

Have been informed the list comes from organisation, only then project gives feedback, but somehow even after fulfilling all criterias, my name did not come up as per my manager. I want to understand how it is possible.
