Trending @Accenture; Query regarding RTO and base location choice

Today we ve been asked to fill preferred office location for two days office per week and preferred days, doubt was raised if we can choose different office compared to our base location, it was said the primary and secondary location of the project will be decided based on the majority of team is working example if total of 20 people 10 people in Banglore and another 5 in Hyderabad and 3 in Chennai, 2 in Gugram the primary location will be Banglore and Secondary location will be Hyderabad, all team mates should relocate either of these two locations else need to find a different project is this true ?
