I received a 3.5-star rating in my primary skill, and I noticed that ‘Expert Eligible’ is shown for the skill. What does this mean? Also, what steps should I take to achieve a 4-star rating? If I attempt the assessment for 4 stars and do not pass, will there be any negative impact?

as far as i know there even if you fail your proficiency will still be 3.5.

You need to visit the office and attend assessment to achieve P4

Yes i get that and what about if we didnt clear did proficiency reduce or same? any idea
